أن يساهم المؤتمر في فتح أفق جديد في مجالات أبحاث ذوي الإعاقة من خلال تفسير أو سلباً العلاقة بين الموهبة والإعاقة في تنمية ومناقشة العوامل الأساسية المساهمة إيجاباً الموهبة لدى الأشخاص من ذوي الإعاقة وذلك من خلال الأطروحات العلمية والأفكار التطبيقية في هذا المجال بين الباحثين من مختلف دول العالم.
